The City finds it necessary that the demolition, repair, enclosure, or removal of any garbage, debris, other hazardous, noxious, or unhealthy substances or material is necessary to remedy the immediate and continuing hazard.)

Discussion and Approval: Resolution No. 113-2017, A Resolution Appointing Members to the Ethics Commission of the City of Effingham, Illinois (This Resolution appoints Jill Dust and Stacey Gibson to fill the vacancies on the City Ethics Commission with their two-year terms to expire on May 1, 2019.)
Discussion and Approval: Request to purchase new wireless sound system Motion seeking City Council approval to purchase a replacement City Council Room Sound System. Staff recommends the purchase of a new wireless sound system for the price of $24,341.75 from Al's Tire Mart. This system will replace the original sound system at City Hall that was installed 20 years ago. This system will enhance the ability of the meeting attendees to hear the Council members in action and it will greatly improve the audio portion of the City Council, Plan Commission, and Zoning Board of Appeals videos placed on our City website. This is an un-budgeted expense that requires City Council approval prior to proceeding. The purchase will be made out of JPEG line item within General Fund. If approved, the sound system can be up and running by our first meeting in September.

Discussion: Ordinance No. 55-2017, An Ordinance Amending Ordinance No. 13-2012, An Ordinance Amending Chapter 4 of the Municipal Code of the City of Effingham, Illinois (Liquor Control) (This Ordinance amends the Liquor Control Ordinance by changing the definition of "Licensed Premises". The definition has been changed to include any open air, roofed, or unroofed area and to more specifically define the area where alcohol shall be consumed as part of the "Licensed Premises".)
Discussion: Ordinance No. 63-2017, An Ordinance Repealing Ordinance No. 109-2016, as Amended, and Further Requiring an Amusement License for Amusements and Enacting an Amusement Tax (This Ordinance amends the current amusement tax . This Ordinance creates new exemptions, eliminates one prior exemption, simplifies the reporting requirements, and places 100% of the amusement tax proceeds into the Hotel Motel Fund. The staff desires to have an amended ordinance in place by September 1.)
